Committee recommends changes aimed to preserve more trees
The Tree Regulation Update Advisory Committee proposed changes to Bend's Development Code to preserve more trees during development without hindering housing construction. Recommendations include preserving 20-25% of larger trees on sites, tree replacement or a fee-in-lieu if preservation isn't feasible.
A full draft recommendation will go before the Planning Commission and Bend City Council early next year. Please visit the Tree Regulation Code Update webpage for information about public outreach opportunities that will begin in January of 2024.
Identity Theft Protection Seminar Dec. 12
Identity Theft Seminar Aims to Tackle Growing Threat Targeting Americans
According to the National Council on Identity Theft, the prevalence of identity theft continues to rise, with an estimated 33% of Americans expected to encounter some form of this crime. Kyle Frick from Mid Oregon Credit Union highlighted the heightened risks during this period, stating, "People are ordering items online, tracking packages, and inadvertently exposing themselves to potential scams aimed at acquiring personal information."
Frick emphasized the forthcoming identity theft seminar, where experts from the Bend Police and Deschutes County Sheriff's forensic team will share crucial insights and strategies to safeguard against these threats. "They're reacting to it and they're going to share some information on how you can protect yourself," Frick stated, underscoring the vulnerability of anyone with a cell phone or bank account.
Contrary to common belief, identity thieves do not discriminate by age. Frick noted that individuals aged 30 to 39 were the most frequently targeted, dispelling the misconception that seniors are the primary victims of such crimes.
Mid Oregon Credit Union will host a free seminar on December 12th, aiming to educate attendees on proactive measures to prevent identity theft and steps to take if victimized. Visitors Urged To Respect Wildlife Winter Closures
Sisters, OR; The Forest Service reminds people motorized vehicles are not allowed where Wildlife Winter Range closures are in effect. These closures encompass various areas like Cabin/Silver Lake, Metolius Winter Range, Opine Travel Management Area, and Tumalo Winter Range. Kassidy Kern from the Deschutes National Forest underscores the importance of respecting these closures, as they serve as sanctuaries for deer and elk, especially in lower elevations where food isn't accessible due to snow cover.
Kern highlights a concerning 56% decline in mule deer populations from 2004 to 2021, attributing a significant portion of losses to human interference. Activities such as collisions on roads, disruption of migratory paths due to development, and vehicle-related accidents affecting fawn survival contribute to these declines. She explains that seeing deer in residential areas isn't a sign of a healthy population; rather, it indicates a disruption in their natural habitats and migratory patterns.
The closures will remain in effect until the end of March to safeguard these vulnerable wildlife areas. Kern stresses the importance of understanding and respecting these restrictions to maintain sustainable deer and elk populations. She urges people to refer to detailed closure maps for specific boundaries and reminds residents of the responsibility to preserve these natural habitats despite their love for living near the forest.
Redmond Announces Update to City Parks Amenity, Field & Court Reservation Policy
New Priority Reservation Window
The City of Redmond is updating its Park Amenity, Field, and Court Reservations Policy to provide fair access to the growing community.
Many of the updates relate to field reservations. The city owns and maintains ten baseball/softball fields and manages the reservations for these fields. The current reservation policy is first come, first served with no reservation limits on number of fields or length of reservations.
Over the last three years, Redmond has seen record-breaking registrations in all youth sports and recreation programs. Due to the limited number of fields and the growing number of youth participants and teams, our goal is to prioritize local youth programs while also ensuring fair access to other organizations.
“The revised reservation policy aims to balance the priority of local youth sports organizations within the reservation system, while maintaining access to the city’s facilities for all parties,” states Public Works Director Jessica McClanahan.
Under the new policy, there will be a priority window from January 1-31, 2024. During this period, reservation requests will be evaluated based on type of organization. Additionally, specific fields will be set aside for community sports leagues to best accommodate all priority classifications. There will be a 6-hour reservation limit per field per day under the new policy.

Tumalo Creek Holiday Lights Paddle Parade
Join us again this year for one of Bend's most anticipated holiday events—the Tumalo Creek Holiday Lights Paddle Parade!
Here’s how it works: Paddlers dress up in costume and decorate their kayaks, canoes, and stand-up paddleboards with colorful, battery-operated lights and holiday gear. From there, shortly before sunset, the parade kicks off from the Tumalo Creek shop on the Deschutes River before heading through the Old Mill District in Bend.
Avid paddlers are encouraged to join, and spectators can watch from paved paths along the Deschutes River and from the Old Mill District Flag Bridge, which crosses the winding waterway.
