90-day stop work order placed on Redmond facility, as former employees criticize conditions

Oregon's Department of Human Services has issued a 90-day 'stop work order' to Juniper Canyon Living, preventing new Medicaid admissions amid investigations. Former employees allege mistreatment and neglect, citing instances of forced medication and abusive behavior. Negative reviews online reflect concerns about the facility's management. Current employees claim management is incentivizing positive Google reviews. Despite allegations, the facility continues to operate with 53 residents, but the administrator declined to comment on ongoing investigations.

The City of Bend wants to hear your questions about the future of tree preservation in our community.

For the last few years, community members have raised concerns about trees being cut down during new development projects on larger sites in the City. In response, the City formed the Tree Regulation Update Advisory Committee, also known as TRUAC, to recommend solutions to this community concern while not creating a barrier to building more needed housing.  TRUAC was made up of community volunteers representing developers, neighborhoods, arborists, architects, environmental and equity interests.

Q&A sessions will be held in early March for the community to learn more about what changes are being recommended by TRUAC. These proposed changes first encourage the preservation of Priority Trees, which are defined as 20 inches in diameter at breast height or larger. Another option includes preserving a percent of the overall diameter at breast height on a site of trees 6 inches or larger. Diameter at breast height is the diameter of a tree measured at 4 ½ feet off the ground.

There are also options for mitigation including on-site tree replacement and a payment in lieu for trees that could not be preserved to go toward paying for the planting and maintenance of other trees throughout the city.

What these Q&A sessions are:

  • An informal opportunity to learn more about what changes were recommended by TRUAC for Planning Commission and City Council consideration.

  • A way to ask questions and receive an answer in real-time by staff members and the Chair and Vice Chair of TRUAC, which is different from the traditional public comment process in a City Council meeting.

  • A chance to learn more information to develop an opinion.

What these Q&A sessions are not:

  • They are not an opportunity to provide public testimony to the decision-makers that can be considered in an official Planning Commission recommendation or Council land use decision.

  • The Oregon Land Use system (in state statute and City development code) establishes how a City can receive a public testimony when it comes to code changes related to land use and development, which is a more strict and formal process. In this system, verbal public testimony must be provided during noticed public hearings before the Planning Commission or Bend City Council. Written public testimony can also be shared either at public hearings before the Planning Commission or Bend City Council, or via email to: [email protected] and [email protected].  Please put [email protected] in the cc line of those emails.

Two Q&A sessions will be held on the following dates:

After registering for a virtual meeting, you will receive a confirmation email containing information about joining the meeting.

Redmond Launches Annual Community Survey

REDMOND, OR -- Redmond residents are asked to provide feedback in an annual community survey. The goal is to learn what people think about the city, downtown, safety, and measure their satisfaction with city services. It's available HERE through April 15, 2024.

The survey is conducted each spring and provides guidance on future city policy. “Our residents are making an investment by their decision to live in Redmond.  We owe it to them to be committed to continual improvement, which starts with asking ‘how are we doing?’,” City Manager Keith Witcosky said in a statement.

La Pine Woman Killed in Hwy 97 Crash

Klamath County, Ore. 29 Feb. 24- On Thursday, February 29, 2024, at 10:02 a.m., Oregon State Police responded to a two-vehicle crash on Hwy-97, near milepost 174, in Klamath County.

The preliminary investigation indicated a southbound Peterbilt CMV and trailer, operated by Desiree Danielle Johnson (34) of St. Petersburg (FL), when it lost control and jackknifed in the roadway. The Peterbilt spun and crossed into the path of a northbound Honda Pilot, operated by Elise Adair Farrens (37) of La Pine, where the Honda struck the CMV trailer.

The operator of the Honda (Farrens) was declared deceased at the scene. A passenger in the Honda, Daviana Marie Trussell (23) of La Pine, was transported to the hospital with critical injuries.  Trussell, who was pregnant, tragically suffered the loss of her child due to injuries sustained during the crash.

The operator of the Peterbilt (Johnson) reportedly suffered minor injuries.

The highway was impacted for approximately 3.5 hours during the on-scene investigation. The investigation is ongoing at this time.

OSP was assisted by the Deschutes County Sheriff's Department, Crescent Fire, and ODOT.

Home Intruder Arrested in Deschutes River Woods Neighborhood

Deschutes County Sheriff's Office successfully apprehended a home intruder in the early hours of March 3, 2024, in the 60100 block of Agate Road in Bend, OR. The suspect, identified as Nicholas Kendle, a 46-year-old male from Bend, was taken into custody on various charges after a swift response from law enforcement agencies.

The incident unfolded around 12:14 am when deputies received a report of an unknown male entering a residence on Agate Road while holding a sheathed knife. The quick thinking homeowner managed to persuade the intruder to leave, providing law enforcement with a detailed description of the suspect.

A collaborative effort involving personnel from the Deschutes County Sheriff's Office, Bend Police Department, and the Oregon State Police was instrumental in locating Kendle. A perimeter was established to contain the suspect, with an immediate action team deployed to ensure a safe apprehension. Residents in the area were promptly alerted through the emergency phone network and advised to shelter in place.

As sightings of the suspect were reported by vigilant residents, law enforcement swiftly responded to track down Kendle. With one armed homeowner assisting by providing an updated location, officers were able to apprehend the suspect without further incident.

Nicholas Kendle was arrested on charges including Burglary and Criminal Trespass and is currently held at the Deschutes County Adult Jail. The investigation is ongoing, with the possibility of additional charges being filed as more details emerge.

The Deschutes County Sheriff's Office extends its gratitude to the Bend PD and Oregon State Police for their support during this operation. Residents are reminded to remain vigilant and report any suspicious activity to law enforcement promptly.
