Deschutes Agencies Collaborate to Enhance Alerts for Special Needs

Beginning Monday March 18, 2024, The Oregon Department of Human Services, in partnership with the Deschutes County Sheriffโ€™s Office and Deschutes County 911, will be conducting phone outreach to certain people who have signed up for Deschutes Alerts to remind them to update their information. If you are a person who has signed up for Deschutes Alerts and have also identified as having one or more additional needs such as mobility challenges or oxygen use, the Oregon Department of Human Services may contact you this month to help you update your information.  

Deschutes Alerts is one way first responders in Deschutes County notify people of life-threatening emergencies such as wildfires. If you live or work in Deschutes County, you should sign up for Deschutes Alerts by visiting deschutesalerts.org

You can log into your Deschutes Alerts account or create a new account by visiting deschutesalerts.org. If you need assistance accessing or creating an account, please call 541-388-6501 during business hours. If you want to find another countyโ€™s emergency notification system, visit ORAlert.gov.  

The Deschutes County Sheriffโ€™s Office is a full-service agency that oversees the adult jail, provides patrol, criminal investigations, civil process and search and rescue operations. Special units include SWAT, Marine Patrol, ATV Patrol, Forest Patrol, along with five K9 teams. Founded in 1916 and today led by your duly elected Sheriff L. Shane Nelson, the Deschutes County Sheriffโ€™s Office serves over 200,000 residents in Deschutes County. The agency has 259 authorized and funded personnel, which includes 193 sworn employees who provide services to the 3,055 square miles of Deschutes County.

 

Patients at new Drop Thesis psilocybin therapy center in Bend share experiences

Drop Thesis is a new therapy center in Bend that treats its patients with psilocybin, the naturally occurring psychedelic compound found in magic mushrooms. The center just recently held its first therapy sessions earlier this month.

"I was on a larger dose of mushrooms going inward. I had an eye mask on and some headphones and I started to feel anxious. I started to feel a tightness in my chest and I just explored that feeling," patient Alexander Banks said.

Banks says he started psilocybin therapy because of his severe anxiety. 

"The first panic attack I had, I thought I was having a heart attack. So I went to the hospital and, lo and behold, I find out that i had anxiety. So the choice was to go on a SSRI (selective serotonin reuptake inhibitor) or to try something rogue like micro-dosing, and I chose micro-dosing," Banks said.

During his session, Banks said he uncovered a childhood memory that he believes is the root cause of his anxiety.

"We came back from church and our house was burnt to the ground. On the conscious level, I knew that this had happened. But what it actually felt like for a two-year-old to come home and have everything burnt down, and how that actually impacted my life and my anxiety, I had no idea," Banks said.

Every session pairs a patient with a licensed facilitator who is highly trained and has passed a year-long state mandated curriculum.

"The facilitators are there to support unconditionally and whatever comes up, they're there in a safe environment to be doing this," said David Naftalin, Drop Thesis Director of Services.

Patients must also go through a consultation period with their facilitator before the dosing session. 

Eve Porcello says her treatment has helped her navigate grief and isolation.

"My dad and grandmother passed away during the pandemic, which was already a period of isolation and stress on everyone," Porcello said. "That led me to seeking out some of these alternative treatments, and I feel like I have gotten a ton of help from that."

Fire outside SE Bend home spreads to one next door

Bend, OR - On Sunday, March 17, 2024, at 4:05 pm, Bend Fire & Rescue responded to a distress call regarding a structure fire at 61474 Edro Place. Initial reports suggested a potential garage fire that was rapidly spreading and possibly affecting another structure nearby.

Upon arrival, firefighters found that both 61474 and 61466 Edro Place were engulfed in flames. Additional resources were summoned to the scene, and firefighters swiftly brought the fires under control. However, the residences suffered significant damage, with minor impacts also observed on a vehicle parked in the driveway of 61466 Edro Place.

The operation lasted an extended duration due to a gas leak stemming from the meter at 61474 Edro Place. The fire had destroyed the meter, requiring Cascade Natural Gas to excavate the area to shut off the gas supply to the residence. The estimated damage is around $300,000, rendering both homes uninhabitable. Fortunately, the occupants of both residences declined Red Cross assistance.

An investigation into the incident revealed that the occupant of 61474 Edro Place had improperly disposed of coals from a backyard fire pit into a plastic recycle bin outside the home, along the south exterior wall between the two houses. The hot ashes ignited the contents of the recycle bin, leading to the rapid spread of fire to the exterior of both homes and eventually into their attic spaces.

Bend Fire & Rescue took the opportunity to remind the community about the importance of proper disposal of ashes or coals from fire pits. It is crucial to place them in a metal container, fill it with water, and let it soak for at least overnight before disposal. Additionally, the metal bucket should be positioned on a non-combustible surface like dirt or concrete, never inside the house or on wooden decking.

The incident serves as a poignant reminder of the potential dangers associated with improper disposal of fire-related materials and underscores the critical need for vigilance in fire safety practices within residential areas.

Bend Man Arrested After Threatening to Fight CSO, Stab Passing Motorists

Bend, Oregon - Arnaldo Lopez, a 31-year-old resident of Bend, was arrested on March 15, 2024, after a series of threatening actions directed at passing motorists and a Community Service Officer (CSO). The incident occurred at the intersection of NE 27th Street and NE Highway 20 in Bend.

According to Bend Police reports, at approximately 1:12 p.m. on Friday, March 15, officers received a call regarding a man standing in the middle of the road and threatening to stab people. Lopez, identified as the individual in question, reportedly called 911 himself to report his own actions.

As law enforcement responded to the scene, Lopez positioned himself in front of a Community Service Officer's vehicle, preventing her from leaving the area, and issued threats of physical altercation. Despite repeated commands from officers to comply and desist, Lopez continued to defy their orders, walking towards a police vehicle stationed in the roadway.

In response to Lopez's non-compliance and escalating behavior, officers resorted to using oleoresin capsicum (OC) spray and deploying a K9 unit, ultimately facilitating his arrest. No weapon was discovered during the incident.

Lopez was subsequently transported to St. Charles Bend for assessment before being remanded to the Deschutes County Jail. The charges against Lopez include Disorderly Conduct II, Coercion, Menacing, and Probation Violation.

Fortunately, no injuries were reported among law enforcement personnel or bystanders during the course of the arrest.

The Bend Police Department continues to investigate this incident.

Investigation Yields Six Arrests in Bend: Drug Trafficking Operation Dismantled

Bend, OR โ€“ On March 12th, 2024, at approximately 8:00 PM, the Central Oregon Drug Enforcement Team (CODE) concluded an investigation with the arrests of six individuals involved in a drug trafficking operation in Bend, Oregon.

The individuals arrested are identified as Cailen Ray Mount, age 37, Chelsea Catherine Kelly, age 27, Robert Steven Sanger, age 24, Shamika Christine Alfonso, age 30, Dana Lynn Fetcho, age 31, and Waylon Cole Smith, age 28, all residents of Bend.

The investigation began after receiving community tips and complaints about a home on the 2400 block of NE Moonlight Drive in Bend. CODE detectives identified the group as trafficking fentanyl and other controlled substances from the residence. Surveillance conducted over several weeks alleged that Cailen Mount, Shamika Alfonso, and Robert Sanger were selling large quantities of fentanyl in the Moonlight Drive area.

On March 12th, 2024, at approximately 4:30 PM, CODE detectives, with the assistance of Bend Police officers, apprehended Cailen Mount and Chelsea Kelly as they were allegedly selling fentanyl to a third party in a parking lot at the corner of NE Windy Knolls Dr and NE Twin Knolls Dr.

Shortly afterward, CODE detectives conducted a separate traffic stop and arrested Shamika Alfonso and Robert Sanger as they were leaving the NE Moonlight Dr house.

Later that evening, detectives executed a search warrant at the NE Moonlight Dr house, where Dana Fetcho and Waylon Smith were found attempting to collect and remove drug evidence from the premises.

A subsequent search of the house uncovered a commercial quantity of powdered fentanyl, diethyltryptamine (a schedule 1 psychedelic drug), cocaine, and fake pharmaceutical pills made of fentanyl.

As per statute, a "commercial quantity" of fentanyl is defined as five grams or more of a mixture or substance containing a detectable amount of fentanyl.

Cailen Ray Mount faces charges including unlawful possession of a substantial quantity of fentanyl and delivery of a controlled substance (fentanyl) and is currently lodged in the Deschutes County Sheriffโ€™s Jail.

Chelsea Catherine Kelly faces charges of unlawful possession of a substantial quantity of fentanyl and has an outstanding arrest warrant unrelated to the drug charges.

Robert Steven Sanger was cited for frequenting a place where controlled substances are used and was released in lieu of custody.

Shamika Christine Alfonso faces charges of unlawful possession of a substantial quantity of diethyltryptamine and frequenting a place where controlled substances are used, and she is currently in the Deschutes County Sheriffโ€™s Jail.

Dana Lynn Fetcho and Waylon Cole Smith were both cited for tampering with evidence and were released in lieu of custody.

It's important to note that criminal complaints contain only charges, and defendants are presumed innocent unless proven guilty.

 

Home dedication ceremony celebrates new Habitat homeowners

Bend-Redmond Habitat for Humanity celebrate some new homeowners in a S.E. Bend neighborhood Saturday afternoon.

A home dedication ceremony held at the new townhomes on 27th Street marks the completion of the project with twelve families moving into the energy efficient homes.

The remaining keys were presented to two homeowners during the ceremony.

Speeches from Habitat staff, new Habitat homeowners, and Bend Mayor Melanie Kebler were made.

"Itโ€™s an exciting day, but the best day is two years down the road from now when we see the results of what safe, stable, affordable housing does for families," said Carly Colgan, CEO of Bend-Redmond Habitat for Humanity.

Eight Habitat homes in Bend and Redmond are in progress with applications opening April 1st for twenty-two future homes.

Shevlin Park is named after Thomas Shevlin, a prominent timber tycoon in the early 20th century. He owned large tracts of land in the Central Oregon region, including the area where the park is located today. Shevlin was instrumental in the logging and timber industry of the area, and his contributions helped shape the economic development of Central Oregon during that time.

Shevlin Park is a 981 acres (397 ha). It was first established in 1921 by the City of Bend. Notable natural and manmade features include Tumalo Creek, Aspen Hall, and Fremont Meadow.
