Deschutes Public Library Breaks Ground on Central Library at Stevens Ranch
Deschutes Public Library held a groundbreaking ceremony for the Central Library at Stevens Ranch on Monday May 20th, ceremoniously ushering in the start of construction on the 9.37-acre parcel in east Bend. The land, located at the northeast corner of 27th Street and Wilderness Way, will house an approximately 100,000-square-foot library, which was part of a $195 million bond issue approved by voters in November 2020.
“Whether you’re new to Deschutes County, or have lived here for decades, it’s no secret that Central Oregon is growing at remarkable pace,” said Library Director Todd Dunkelberg. “Our last library was built more than 20 years ago, so it’s essential that our library system keep pace. The Central Library at Stevens Ranch — along with the new Redmond Library and remodeled neighborhood libraries — will allow us to increase our services, resources, and much-needed public meeting spaces. Plus, centralizing operations at the new library will give us the ability to move items to our other libraries throughout the county more quickly and efficiently than ever before.”
The parcel of land is part of the Stevens Ranch development, formerly owned by the State of Oregon. More than 1,400 new housing units, as well as parks and schools, are planned in the surrounding area. The property is adjacent to 10-foot-wide biking and pedestrian paths that will serve east Bend and connect into the Deschutes River Trail.
The architectural firm designing the Central Library at Stevens Ranch is the Miller Hull Partnership, and the contractor is Kirby Nagelhout Construction Company. Dunkelberg said construction is expected to progress into 2026, with a public grand opening in mid- to late-2026.
In November 2020, Deschutes County voters supported the Library’s bond measure to expand and improve libraries across the county. In addition to a new library, bond funds are also being used to build a new Redmond Library that will be double the size of the previous Redmond Library; it is scheduled to open in December 2024. The La Pine and Sisters Libraries were completely remodeled and are now open to the public, and the Sunriver Library is currently being renovated and will open to the public in August 2024. The Downtown Bend Library will be remodeled after the Central Library at Stevens Ranch is open to the public in 2026.
Deschutes County residents are invited to view the plans for each library at deschuteslibrary.org/future.

Tours Offered As OSU-Cascades Expansion Continues
BEND, OR -- OSU-Cascades invites the public to tour its latest expansion project next week, "To see the incredible land remediation that’s underway to create the first eight acres of an eventual 24-acre Innovation District," says Christine Coffin, with the Bend campus.
She tells KBND News around 200 people are already signed up, "I think there’s just a huge interest in our growing campus, for a variety of reasons."
Coffin says it’s been fascinating to watch the transformation of a landfill full of construction materials and a former pumice mine, "It’s like a choreographed dance scene. There are about 24 heavy equipment vehicles going around the site. Both, digging up the landfill, sorting and separating what was found in the landfill, and then moving it towards the pumice mine, where it will serve as the base of recreation fields and other buildings." Coffin adds, "And even the hundreds and hundreds of tires that were found in the landfill are being shredded on site into tiny pieces, and those will be used - mixed with other materials - as the foundation for the recreation fields." She says crews reached the bottom of the landfill this week.
She acknowledges the campus is in a perpetual state of expansion, "And, OSU-Cascades will be under development for many years to come. And it will feel like hopscotch because, as we are building one building and remediating land in association with it, we are seeking funding for the next building."
Tuesday, May 28, from 4 to 6 p.m., the school offers a closer look of the site and hard hat tours of the Student Success Center, "And, what’s fascinating about that building," says Coffin, "Is that it’s constructed out of mass timber.
So, a completely renewable resource, just as sturdy as steel." That building is slated to open early next year.
Tours and the open house are free, but registration is requested. Closed-toe shoes are recommended. For accommodation requests, contact [email protected].
Bend Hearings Officer Denies Controversial Compass Corner Development Proposal
A Bend hearings officer denied a proposal for a four-story apartment and commercial building at Compass Corner on Awbrey Butte. The decision stated the developer, Bend-based Hotel Management LLC, did not meet block perimeter standards, vertical height clearance, or setback requirements. The applicants have 12 days to appeal.
"Save Awbrey Butte" opposed the project, calling it oversized for the one-acre lot. Bend YIMBY supported it, arguing it would address Bend's housing shortage. They criticized the decision, hoping for an appeal to add the needed homes.

Tragic Loss of Beloved K-9, "GRISHA
On May 17, 2024, the Deschutes County Sheriff’s Office responded to a report of a stolen K-9 from the Whychus Canyon Preserve Trailhead. The unfortunate incident involved the theft of an 8-month-old Belgian Malinois named "GRISHA."
The dog owner had parked their vehicle at the trailhead in the shade and secured GRISHA in a crate inside the vehicle while walking two other dogs. Upon returning, the dog owner discovered that someone had opened the vehicle and removed GRISHA. Despite being in a crate with water and proper ventilation, GRISHA was taken. She was wearing a black collar and was also chipped. GRISHA was known to be well-mannered and responsive to her name.
The Deschutes County Sheriff’s Office asked for the public's help in locating GRISHA. Sadly, on May 24, 2024, GRISHA was found deceased a few miles from where she was taken. The investigation determined that her death was not suspicious and was likely due to the elements.
Our hearts go out to GRISHA's owner and all who knew her. This tragic loss has deeply affected our community. If you have any information about this incident, please contact Deschutes County 911 Dispatch non-emergency at 541-693-6911.
Community Service Officers Rescue Ducklings from Storm Drain in Bend
In a heartwarming display of kindness and teamwork, two Community Service Officers in Bend, Oregon, came to the rescue of a flock of 10 ducklings trapped in a storm drain last Thursday. The small and fuzzy creatures found themselves in a precarious situation, unable to escape the confines of the drain on their own.
Responding to a concerned citizen's report, the officers arrived at the scene and promptly set to work. With careful and gentle hands, they successfully retrieved each duckling from the drain. The rescue operation was supported by Bend Public Works, whose assistance was crucial in ensuring the safety and efficiency of the effort.
After the rescue, the officers were able to reunite the ducklings with their mother, who was waiting nearby. The reunion was a joyful moment, witnessing the mother duck lead her brood away, back to safety.
This incident highlights the importance of community vigilance and the impactful role of Community Service Officers in responding to wildlife in distress. It also serves as a reminder of the collaboration between city services like the Bend Public Works, which plays an essential role in such heartening rescues.
The Bend community has expressed immense gratitude towards the officers and the Public Works staff for their dedication and kindness in preserving local wildlife. Such actions reinforce the values of compassion and teamwork within the community, making Bend a supportive environment for all its inhabitants, big and small.
