Three Finalist Named in search for new Prineville Chief of Police

PRINEVILLE, OR -- The search for Prineville’s next police chief continues with three finalists scheduled to meet the community Wednesday, June fifth.

Thomas Olson has 35 years of law enforcement and military experience, most recently as the police chief in Port Townsend, WA.

Ronald Schaub is currently the chief in Fircrest, WA. He's also served as Chief of Police for Pacific, WA and worked for the Pierce County, WA Sheriff's Office.

And Jeff Profio is a Lieutenant for the West Valley Mission Community College Police Department near San Jose, CA.

He's also worked for the San Jose Police Department and Redding, CA Police Department.  

Thursday, the finalists will participate in interviews with groups of regional public safety professionals, community leaders and members of PPD. 

City officials hope to appoint a new chief by the end of the summer, to replace Chief Larry Seymour who resigned in January, six months after he was placed on leave.

MVHS Senior BBQ, Assembly Canceled After Vandalism

Mountain View High canceled its senior BBQ and assembly Wednesday, after vandals caused significant damage throughout the school. Bend-La Pine Schools officials tell KBND News 20 students broke in Tuesday night, for what may have started as a senior prank. But Principal Michael Hicks said in a sttement, "This was no prank; this was willful destruction and theft of school property." 

Students tell KBND News the front entrance was "trashed," food was shoved into toilets and some classrooms were vandalized with graffiti. There are not yet cost estimates for repairs. Law enforcement is assisting in the investigation. 

In a note to families, Principal Hicks said, "Senior checkout and graduation rehearsal is still scheduled for tomorrow. Our hope is that tomorrow onward we are back on track in celebrating the accomplishments of the Class of 2024." Mountain View’s commencement ceremony is scheduled for Saturday at the school.

Bend PD Defends Officer's Actions In Viral Video

BEND, OR -- Bend Police are defending their response to a recent call, after a video went viral on TikTok and X, formerly Twitter. A man filmed his interaction with police, saying, "Someone just came and exposed themselves to my 2-year-old boy. And this officer’s saying that it’s not a crime."

Bend PD’s Sheila Miller says the incident started with a suspicious circumstances call on NW Knoxville Blvd. on Tuesday afternoon, "And the caller reported that a nude woman had walked up to the front of the house where a group of adults and a child were present. And when adults at the residence confronted her, she walked away." Two officers responded. "And trespassed a 32-year-old woman from the family’s property," says Miller, "She appeared to be experiencing a mental health crisis."

Public nudity isn’t a crime in Oregon. "We have a public indecency and a private indecency law," says Miller, "But both have a required element of ‘intent to arouse.’ So, essentially, a person who is naked in public has to be doing so for the sexual gratification of themselves or others." KBND News asked if it matters if children are present.

Miller says the law remains the same. "That’s why, for example, you can go to Portland and ride in the World Naked Bike Ride. As long as you’re not doing it for sexual gratification, you can be naked and walk up and down the street as much as you want."

Miller says the department understands the man's concern, "It can be frightening when a person who is acting strangely or is naked approaches you or is on your property, especially when your kids are present." But, she says, officers must follow and enforce state law.

Since the video was posted Tuesday evening, Bend PD has been inundated with calls, emails and online comments from people angry the woman wasn’t arrested. "It’s their right to not like that law," says Miller, "And I would encourage them to contact the Oregon Legislature." But, she tells KBND News, many of those comments are from people who don't have the full story. "People make a lot of assumptions based on what they see on a one-minute clip on the internet. A lot of commenters have assumed that this was a naked man. Not that that makes a difference, but that is an assumption that is incorrect." She adds, "Many of the online comments and emails and other stuff that we’ve been hearing from the public, not necessarily people who live in our community, but people around the country - we have been accused of being supportive of pedophilia. And obviously that is just not the case. Our department is very aggressive in its investigation of child sex abuse."

If the woman returns to the victim’s property, Miller says she can be arrested for trespassing.

Fire at homeless camp by Bend Parkway slowed by nearby workers, Bend PD with extinguishers, doused by firefighters

BEND, Ore. (KTVZ) – An escaped fire at a homeless camp by the southbound Bend Parkway brought out firefighters Wednesday afternoon after it was spotted by employees of a nearby business and tackled by workers and police with extinguishers. It put up tall, black smoke but thanks to their work did not damage the business or require closing the road.

An area about 10-by-15 feet of brush and gras burned in the fire, reported shortly before 2 p.m. in ODOT right-of-way behind a business in the 100 block of NE Webster Avenue, Bend Fire & Rescue Deputy Fire Marshal Dan Derlacki said.

While drivers and others saw a black smoke plume, nearby employees discovered the homeless camp between their business and the parkway, calling it in and using extinguishers.

The nearby workers, joined by Bend Police used extinguishers to slow the blaze before fire crews arrived, Derlacki said. Firefighters extinguished the fire and ensured it was cold to the touch before departing.

No one was at the campsite, Derlacki said, and there were no signs of who was occupying it, but he added that the fire “appears to be accidental” and there was no damage to the business.

The weather - not yet the hottest forecast in coming days - made it easier for fire crews.

“We're actually still in low fire danger, if things are still green," he said. "But now we're going to go into a warming trend over this next couple of weeks. So you'll see that fire danger ratings start to go up and we'll remind business owners to protect their properties. We're also working with ODOT, city -- anybody else that has property, to make sure that they're taking care of those properties.”

While the fire was kept from reaching nearby businesses, a fence and a burned power pole were being evaluated for damage.

Cascade Indoor Sports has an atmosphere where fun is the guiding star, allowing strong players to shine and everybody to play and contribute. This is H.’s third season and he says soccer has helped his overall health—and improved his ability to strategize. His mom agrees and adds that it has boosted his confidence to be part of a team. She says that H. has developed a sense of responsibility “to show up to all his games even when there are other events he wants to go to at the same time.” As his mentor and fan in the crowd, I am delighted to see him focused, physically active, engaging with his teammates and enjoying himself. The blessing of working as a partner with the K.I.D.S program and the Bend Recovery Homes has allowed me the privilege to connect several young people with enrichment and fun in their lives. One freshman at Bend Sr High School really wanted to learn how to snowboard. As we all know, skiing and snowboarding can be quite expensive. Lessons and equipment are not within everybody’s household budget. The K.I.D.S program covered the cost of the Ski-and-Ride-in-5 package for this young man. This included 5 lessons and all rental gear. Once the lessons were completed, he received a season pass as a graduation present. The following year, it was a season pass at the student rate for 50%-off. The year after, 25%-off.
