Debris burning still closed - 10/16/24 
Despite the rain showers and cooler weather today, debris burning is still closed throughout central Oregon. Central Oregon fire agencies are closely monitoring the weather to determine the best time to open. We need more sustained rain and long term cooler weather to ensure the potential of an escaped burn is greatly reduced. Once we can open burning, we will get the word out through traditional and social media outlets.

Before burning always check with your local fire agency for their rules and regulations surrounding debris burning, and warming fires. Debris burning is not allowed within the city limits of Bend as per city ordinance. You can find more information about safe burning practices in the Bend area and a downloadable version of our burn regulations on our website www.bendoregon.gov/burninginfo 

Bend Fire Launches Data Dashboard

BEND, OR -- Bend Fire and Rescue has a new data hub for the public to access stats and maps about fire and medical calls. The department hopes the new website will provide more transparency, and educate the community about the types of incidents Bend Fire responds to. Information is available on the volume, type and location of calls, including some historical data by year, fire causes and the type of apparatus used.

Personally identifiable information has been removed, to protect the privacy of patients involved in medical calls; individual addresses are also not identified. 

“The dashboard allows full transparency with the community about the incidents and amount of calls Bend Fire & Rescue responds to on a daily basis,” Chief Todd Riley said in a statement. “The use of data allows us to continue to improve the way we respond to emergencies and help save lives.”

Brewery of the Year - Sunriver Brewing at the Great American Beer Festival

Sunriver Brewing Company just brought home the prestigious Brewery of the Year award (5,000-15,000 Barrels) at the 2024 Great American Beer Festival (GABF). Along with winning the Brewery of the Year award at the festival, several Sunriver Brewing Company beers picked up awards.

Fuzztail won gold for a second time at GABF in the American Wheat Beer category! The ever so cool Che Figata took home a Silver for Italian Style Pilsner. In the American-Style Strong Pale Ale category, aptly named Something Dank This Way Comes brought home the Gold.

Defendants Without Defense Attorney

Oregon's shortage of public defenders continues to plague the High Desert. "It's frankly embarrassing that the state is failing in this way," says Deschutes County District Attorney Steve Gunnels. He blames the Oregon Public Defense Commission, which imposed new maximum caseloads last year. Earlier this year, he told KBND News the county would see some relief when those maximums reset in July. But it's still an issue, "We have, right now, about 150 cases in Deschutes County where people have been sitting for months without a public defender to take the case, because of this new criteria that's been established." He adds, "These people don't have an attorney, so they don't have a trial date, their cases don't move forward at all, they're just sitting in limbo. And, we're waiting for some solution." Gunnels says if the defendant goes six months without an attorney, the state has to drop the charges, "That the crime that the person committed will just be forgiven. And this includes things like restraining order violations, driving under the influence of intoxicants; crimes that are dangerous in the community." Gunnels says that hasn't happened in Deschutes County yet, but the deadline looms for a number of cases. 

The problem has plagued larger metro areas for several years, but Gunnels says it didn't really impact our region until last spring, "In March, we started to see multiple cases where the court wasn't able to locate any public defender."

Gunnels is optimistic relief is on the way, "The Legislature is very interested in this issue, I know. And, the Governor's office will take control of this program, come January first. And the Governor's office has shown that they're interested in this as well, and I'm hopeful that there will be some solution to move these cases forward."

Central Oregon private school working to transform old hospital into educational hub

Members of the local private school staff are working on an ambitious new project that would make extensive use of its recently purchased property.

In recent months High Desert Christian Academy (HDCA) staff and community partners have been working together garnering community support to revitalize and transform the old Pioneer Memorial Hospital site into an educational campus and community campus.

HDCA is a 501(c)3 nonprofit school and has served the Crook County community for more than 30 years. The nondenominational school changed its name to High Desert Christian Academy in 2015, and by 2023, HDCA was able to acquire the old Pioneer Memorial Hospital property as its new home. The purchase included more than 12 acres of property as well as approximately 92,000 square feet of usable building spaces including a former emergency room, operating room and exam rooms that staff believe could be perfect for career and trade educational space. Staff added that the property neighbors the Prineville Police Department as well as residential neighborhoods.

HDCA staff has already begun outreach, presenting the idea to the Crook County Board of Commissioners, Prineville City Council, Crook County Parks and Recreation District, Crook County School District and others. The Educational Campus (The Hub) project has already received support from those organizations as well as nearly 200 community member signatures.

“The unique spirit of collaboration before us is like no other,” said Steve Forrester, Prineville City Manager. “We have the opportunity to transform our historic 1950 municipal hospital into an educational hub and empower the culture of our local workforce to thrive in Crook County and beyond.”

Mandi Puckett, HDCA Community Relations Director noted that local community members have vocalized “so many positive ideas and ways to join with us in revitalizing the historic hospital property to address the community’s educational needs.”

Some of those ideas include:

  • Career and trade school program space

  • Infant and childcare, preschool, and after-school care

  • K-12 dual enrollment options for students

  • A gymnasium, hitting cages, and ball fields

  • Activity and club meeting space

  • Workforce dormitories for trade school students and school staff

“Our first step was to hear from our community members and gather signatures,” said Maggie Hale, HDCA principal. “Currently, we have been requesting formal support letters from our public agencies and civic groups. Next, we plan to put forth a proposal and apply for grants to bring this collaborative dream to a reality.”

With the momentum growing for the Educational Campus (Hub), HDCA is encouraging citizens to sign the letter of community support and/or contribute financial support via the HDCA school office, the website (hdchristianacademy.com) or by calling 541-416-0114.

“We are happy to arrange tours for the community to see the possibilities of what is to come at The Hub,” said Duane Porter, HDCA Board Director. “The power this opportunity has in enhancing our community while maintaining our strong culture and value is beyond imaginable.”

Police focus on Bend’s Central District after surge in calls and arrests

Nearly one-in-five arrests in the City of Bend comes from the same 20-block area. Near the Oregon BottleDrop, the Central District is a new high-crime focus for police.

"Between August 2023 and August 2024, we had more than 4,800 calls for service to that area," said Bend Police Communications Manager Sheila Miller.

That small area is seeing a large number of arrests.

"We also arrested 600 people, which ended up being about 17% of all arrests in the entire city that took place within a less than 20-block radius," Miller said.

The area in question is both east and west of the Bend Parkway, south to the Colorado Avenue interchange and north just past NE Hawthorne Avenue.

Miller said those arrests are for theft, assault, disorderly conduct and criminal mischief.

Oregon Spirit Distillers owner Brad Irwin said he isn't surprised by the high crime rate nearby. 

"It doesn't," Irwin said. "We see a lot of activity in the Bend Central District in this area. I really appreciate that both the city and, particularly, the police are giving us more patrols and are spending a little bit more focus time helping us to alleviate potential problems."

Miller said police are implementing a crime reduction plan, increasing police presence, conducting frequent check-ins and dedicating more time to the area.

"Some parts of that small section of town are seeing a lot of open-air drug use, but also open-air drug market," Miller said, "So, people are buying and selling drugs out in the open. And this is a real opportunity for us to share with our community that we take that seriously. That is not something we are going to stand for in our community."

Miller said if they see people using drugs, they are going to arrest them for possession of a controlled substance or offer them deflection. A suspect can avoid jail and charges by accepting treatment as part of the way the Oregon Legislature re-worked Measure 110.

For Irwin, he sees a safer and cleaner future for the area around his business.

"It's really important for us to maintain safety and cleanliness so that the new businesses that are coming in have the opportunity to grow," Irwin said. "I think with more patrols, more focus, this can be a great, safe, clean place in the heart of Bend."

Bend Police will review its crime reduction plan here in a few months and review numbers again.
